Rules, Policies and Procedures of
The San Diego Scholastic Equestrian League
It is the responsibility of the rider, the rider=s parents, and the rider=s trainer to review and be familiar with the contents of the SDSEL Rules, Policies and Procedures. First and foremost, the SDSEL will operate under the rules of the GSDHJA (Greater San Diego Hunter Jumper Association), the SCPHA (Southern California Professional Horseshow Association) and the rules of each of the show managers hosting SDSEL shows. Specific rules and regulations for each show location will be adhered to. Please review the website for each show to review these specific rules and regulations. Please review the GSDHJA website at www.gsdhja.org for GSDHJA rules, regulations and guidelines and the SCPHA website at www.calprohorseshow.org for SCPHA rules, regulations and guidelines. Where a rule, policy or procedure is not mentioned or listed in either the GSDHJA,the SCPHA, the specific show prize list, or the SDSEL, the SDSEL will convene its board or a professional panel for a decision. Riders, parents, trainers, spectators or other participants of the SDSEL shall conduct themselves in a sportsmanlike manner at all times. If unsportsmanlike behavior is noted (to either persons or animals), the SDSEL reserves the right to remove the rider from the SDSEL competition. At any time, if a rider or trainer seems to be out of control, or is a hazard to other riders, the SDSEL may ask the rider or trainer to withdraw from the warm-up ring, or the show ring, until the rider or trainer regains control.
Membership and Eligibility Any student in the 7th, 8th, 9th, 10th, 11th, or 12th grade residing or training in any county, is eligible to compete for individual and team SDSEL points. Student’s must compete for the school they attend. The student must abide by all rules and regulations of the show they are attending as well as the rules and regulations of the SDSEL. Students must complete and turn in for membership the SDSEL Membership Form, including both the signatures of a parent/guardian as well as the student' s trainer. This form, along with the applicable membership fee, must be submitted before the student will be allowed to compete. SDSEL Membership Forms may be submitted at any SDSEL show, or may be submitted via mail to the following address: SDSEL, 1577 Greenacres Road, Fallbrook, CA 92028. A valid email address must be listed for the rider, parent/guardian, and trainer. Most communication will be done via email including urgent notices, rain cancellations and rain dates, rule changes, and other information that may be deemed important and transmitted by the SDSEL.
The Board reserves the right to review all division placements. It is our hope that the riders, parents, and trainers will compete in an honest manner. If, upon review, it is determined that information on the Membership Form, including eligibility for division placement, has been falsely given, the Board will determine disciplinary measures which may include a suspension from SDSEL competition, and/or the forfeiture of individual and team points.
Entries and Fees
Each of the SDSEL shows (listed above) will have specific SDSEL class/division entry information on their website and entry information may also be listed on www.horseshowtime.com . SDSEL riders must use the specific show entry forms and enter their SDSEL classes on that form. Entry forms are also available at each show. Please arrive early to request help in entering your classes. Riders shall pay all costs associated with attendance at that show. Riders may write one check to cover the entire cost of the show, separate checks for SDSEL classes will not be required. Rules, regulations, and/or policies regarding stall reservations, fees, scratching from the show, check return, refunds, etc. are at the discretion of the specific show managers. SEL riders with an outstanding balance in fees from any show they attended as an SEL rider will be uneligible to compete until the past due balance has been paid in full. Hunter/Jumper and Dressage class fees for SEL classes are $20.00 per class and $25.00 per medal class. Western class fees are $15.00 per class.
Divisions
A rider' s division is determined when the rider submits their membership form for the current show year. That division will remain with the rider for the rest of the current show year. If a change of division is necessary, a change request must be made to the Board and the Board must approve the change before the rider can enter a different division. Points earned in the original division the rider participated in will not be used to determine year-end individual points. Points earned in the new division will be accrued for year-end individual points. Points from each division will be counted for year-end team points.
Riders in each division who won the SDSEL individual year-end championship for that division are not eligible to accrue individual points in that division for the next show year. The exception to that rule is the Varsity Division.
A show year, as defined herein, is considered the school year. If the rider is unable to move up to the next division, the rider may compete for team points but not individual points in the next show year. If the rider cannot move up due to extenuating circumstances, a request for review can be submitted to the SDSEL Board for consideration. If the request for a change of division is due to horse-related health issues, the Board my request a note from a veterinarian proving the horse is unable to compete.
Individual and Team Points
Class results are posted on www.horseshowtime.com. It is the responsibility of each rider to review their results and notify the SDSEL of any perceived discrepancy via email within one week of the points being posted on the website. Results will be deemed final two weeks after the points are posted on the website, unless satisfactory notification has been made to the SDSEL. Should satisfactory notification be timely made, the Board will investigate and will notify the inquiring party of any decision made or action taken. The SDSEL reserves the right, in its sole discretion, to correct any errors in points or awards at any time to preserve the spirit of fair and friendly competition. Results of the first seven shows will be deemed >final= two weeks after the last show. Please check your results after each show.
Individual and Team Standings are updated after each show and emailed to the riders and trainers. Please review the standings and notify the SEL via email with any discrepancy.
Protests
Protests regarding the decisions and placements of the judges at each show will not be accepted. The judge=s decision, at the show, will be final.
Protests regarding violation of SDSEL rules must be made, in writing, and sent to the SDSEL Board President at: SDSEL, 1577 Greenacres Road, Fallbrook, CA 92028 within ten days of the incident. Please include any relevant documentation. The Board President will convene a committee, comprised of professionals able to review the complaint objectively and with extensive show knowledge, and the parties will be notified of the panel=s decision and/or any action that will be taken.
The Board asks that you review your complaint carefully, before you send it, to insure your complaint is a serious violation of the SDSEL. Remember, the SDSEL was created for student riders and we need to model good behavior, excellent sportsmanship, and good team and league support for our kids. The Horsemanship Award
The Horsemanship Award is granted to the individual rider with the highest score on the Horsemanship Test and the team with the highest average on the Horsemanship Test. The test consists of a written test based on general knowledge of horse, tack and animal care and a practicum (with horse) based on the same information. The highest scoring individual will be awarded a monetary prize at the Championship Show. To encourage team participation, the SDSEL will award a prize to the team with the highest test score average. The test will be given at the April Signature show at the Del Mar Horsepark (Showpark). A rider may compete in only one hunter/jumper division throughout the current SDSEL show year. Riders may only enter five SDSEL classes in any one horse show. A rider may only ride one horse in each class and a total of five classes, regardless of the number of horses a rider enters.
Hunter-Jumper Ribbons and Points
Ribbons shall be awarded to 8th place. Points shall be awarded for all classes as follows:
1st - 16 points 5th - 8 points
2nd - 12 points 6th - 7 points
3rd - 10 points 7th - 6 points
4th - 9 points 8th - 5 points
In the event of a tie, each rider so tied will be awarded the points earned for the rider's placement (ribbon) in that class; riders who place below the tied riders will be placed in relation to the number of riders receiving points. For example, with a two-way tie for 4th place, both riders receiving a 4th place will earn 9 points and the rest of the riders will be pinned for 6th through 8th place.
In the event of a tie for Division Champion or Reserve Champion, and/or Division Team Champion or Reserve Champion, it shall remain a tie.
The points earned by the top two riders, for each team, in each class, will be used for team points.

Hunter-Jumper Medal Final - Championship Show
The Medal Championship for each division will be determined as the winner of the Medal Final class for each division at the Championship Show. Riders must compete in the medals finals at a minimum of four out of the first seven SDSEL shows in order to qualify for the Medals Finals. At the conclusion of the seventh show, the top fifteen riders in points for the medal class in each division will be qualified to ride in the Medal Final. The SDSEL will count points accrued in a total of five medals classes in determining the top fifteen riders. Riders who have qualified will be notified, via email, that they are eligible to compete in the Medal Final.
Riders must pre-enter the Medals Finals classes to preserve their eligibility to compete in the Medal Finals. Failure to pre-enter will result in a forfeiture of the rider=s eligibility to compete and the rider=s spot in the finals will be awarded to the next rider on the list, until all fifteen spots in the class are full.
Any previous winner of the Medal Final will not be eligible to compete in the medal final of that same division. The rider may compete in the qualifying classes in that division.
SEL Dressage
At this time, dressage is only offered at the SoCal Equestrian horse shows. The four SEL dressage divisions and class specifications are as follows:

Riders who have qualified will be notified, via email, that they are eligible to compete in the Medal Final.
Riders must pre-enter the Medals Finals classes to preserve their eligibility to compete in the Medal Finals. Failure to pre-enter will result in a forfeiture of the rider=s eligibility to compete and the rider=s spot in the finals will be awarded to the next rider on the list, until all fifteen spots in the class are full.
Any previous winner of the Medal Final will not be eligible to compete in the medal final of that same division. The rider may compete in the qualifying classes in that division.
SEL Dressage
At this time, dressage is only offered at the SoCal Equestrian horse shows. The four SEL dressage divisions and class specifications are as follows:

Dressage must complete and submit entry forms by the Friday before the Saturday/Sunday show in order to receive ride times. No dressage entries will be accepted on the day of the show. Dressage Ribbons and Points
Ribbons shall be awarded to 8th place. Points shall be awarded for all classes as follows:
1st - 16 points 5th - 8 points
2nd - 12 points 6th - 7 points
3rd - 10 points 7th - 6 points
4th - 9 points 8th - 5 points
In the event of a tie, each rider so tied will be awarded the points earned for the rider=s placement (ribbon) in that class; riders who place below the tied riders will be placed in relation to the number of riders receiving points. For example, with a two-way tie for 4th place, both riders receiving a 4th place will earn 9 points and the rest of the riders will be pinned for 6th through 8th place.
In the event of a tie for Division Champion or Reserve Champion, and/or Division Team Champion or Reserve Champion, it shall remain a tie.
The points earned by the top two riders, for each team, in each class, will be used for team points.
