Rules, Policies and Procedures of
The San Diego Scholastic Equestrian Leagueupdated 2013
It is the responsibility of the rider, the rider's parents, and the rider's trainer to review and be familiar with the contents of the SEL Rules, Policies and Procedures.
The SEL operates under the rules of the Greater San Diego Hunter Jumper Association, Southern California Professional Horseshow Association, the Poway Valley Riders Association, the Temecula Valley Dressage Association and the rules of each show manager. Rules and regulations can be found on each show manager’s web-site.
Where a rule, policy or procedure is not mentioned or listed in the associations listed above, the specific show prize list, or the SEL, the SEL will convene a professional panel for a decision and/or may look to USEF, the USDF, and, or the AQHA rules and practices for a decision.
Riders, parents, trainers, spectators or other participants of the SEL shall conduct themselves in a sportsmanlike manner at all times. If unsportsmanlike behavior is noted (to either persons or animals), the SEL reserves the right to remove the offender from the competition or event. At any time, if a rider or trainer is deemed out of control or is a hazard to other riders or participants, the SEL will ask the rider or trainer to withdraw from the warm-up ring, or the show ring, until the rider or trainer regains control.
Membership and Eligibility
Any student in the 7th thru 12th grade residing or training in any county is eligible to compete for individual and team SEL points. Students must compete for the school they attend.
Riders must complete and submit the SEL Membership Form, including the signatures of a parent/guardian and the student=s trainer. This form, along with the applicable membership fee, may be submitted at any SEL show, or via mail to the following address: SEL, 1577 Greenacres Road, Fallbrook, CA 92028.
A valid email address must be listed for the rider, parent/guardian, and trainer. Most communication will be done via email including urgent notices, rain cancellations and rain dates, rule changes, and other information that may be deemed important and transmitted by the SEL.
The Board reserves the right to review all division placements. Riders, parents, and trainers must compete in an honest manner. If, upon review, it is determined that information on the Membership Form, including eligibility for division placement, has been falsely given, the Board will determine disciplinary measures which may include a suspension from SEL competition, and/or the forfeiture of individual and team points.
Entries and Fees
SEL entry information is available on the show manager’s website and may also be listed on www.horseshowtime.com . Entry forms are available at each show; however, shows may have a deadline for entry and/or a penalty for late entry. Check the show manager’s web-site for specific entry information.
Riders shall pay all costs associated with attendance at the shows. Riders may write one check, separate checks for SEL classes will not be required. Rules, and/or policies regarding stall reservations, fees, scratching from the show, check return, refunds, etc. are at the discretion of the show managers. SEL riders with an outstanding balance from any show they attended as an SEL rider will be ineligible to compete until the balance has been paid in full. Class fees vary by show, check the show manager’s entry forms for specific class fees.
Divisions
Riders must declare the division they will compete in on the membership form for the current show year. That division will remain with the rider for the rest of the show year.
If a change of division is necessary, a change request must be made to the Board and approval given before the rider can enter a different division. Points earned in the original division the rider participated in will not be used to determine year-end individual points. Points earned in the new division will be accrued for year-end individual points. Points from each division will be counted for year-end team points.
Riders in each division who won the SEL individual year-end championship are not eligible to accrue individual points in that division for the next show year. The exception to that rule is the Junior Amateur Division.
If the rider is unable to move up to the next division, the rider may compete for team points but not individual points. If the rider cannot move up due to extenuating circumstances, a request for review can be submitted to the Board for consideration. If the request is due to horse-related health issues, the Board may request a note from a veterinarian proving the horse is unable to compete.
Individual and Team Points
Class results are posted on www.horseshowtime.com and SEL points are posted via email. It is the responsibility of each rider to review their results and notify the SEL of any perceived discrepancy via email within one week of the results being posted. Results will be deemed final two weeks after the points are posted unless satisfactory notification has been made to the SEL. Should satisfactory notification be timely made, the Board will investigate and will notify the inquiring party of any decision made or action taken. The SEL reserves the right, in its sole discretion, to correct any errors in points or awards at any time to preserve the spirit of fair and friendly competition.
Protests
Protests regarding the decisions and placements of the judges at each show will not be accepted. The judge=s decision, at the show, will be final.
Protests regarding rules violations must be made via email or writing and sent to the SEL within ten days of the incident. Please include any relevant documentation. The Board will review the protest and the parties will be notified of the decision and/or any action taken.
The SEL asks that you review your complaint carefully and maintain good behavior and sportsmanship. If there are questions, comments or suggestions, let=s work together to find answers and solutions.
. The Horsemanship Award
The Horsemanship Award is granted to the individual with the highest score on the Horsemanship Test and the team with the highest average on the Horsemanship Test. The test consists of a written test based on general knowledge of horse, tack and animal care and a practicum based on the same information. The highest scoring individual will be awarded the Horsemanship Perpetual Trophy at the championship show. To encourage team participation, the SEL will award the Horsemanship Team Perpetual Trophy to the team with the highest test score average. The test will be given at the April Signature show at the Del Mar Horsepark (Showpark). An email announcement will be made regarding the day and time. SEL Year End Awards
SEL competitive members/riders must compete in three shows (in each discipline they compete in) before the championship show in order to receive year-end prizes. If the rider cannot complete three shows due to injury or other circumstances, the rider can volunteer at SEL shows, attend collegiate field trips, or volunteer at select events to complete the three-event requirement. Specific year end award information is listed in each discipline.
SEL club members must volunteer and, or participate in three events approved by the SEL in order to receive year-end awards.
SEL Points
Points shall be awarded for all classes as follows:
1st - 16 points 5th - 8 points
2nd - 12 points 6th - 7 points
3rd - 10 points 7th - 6 points
4th - 9 points 8th - 5 points
In the event of a tie, each rider tied will be awarded the points earned for the rider=s placement (ribbon) in that class. In the event of a tie for division champion or reserve champion, and/or division team champion or reserve champion, it shall remain a tie.
The points earned by the top two riders, for each team, in each division, will be used for team points.

Medal Final - Championship Show
The medal championship for each division will be determined as the winner of the medal final class for each division at the championship show. Riders must earn a total of 16 points in the medal classes held throughout the SEL regular season (does not include the championship show) to qualify for the medal finals at the championship show.
Any previous winner of the medal final will not be eligible to compete in the medal final of that same division, excluding the junior amateur division. The rider may compete in the qualifying classes in that division to earn division points.
